Amend Amendment No. 1 by Hartnett to SB 1783 as follows:                     

(1)  In added Subdivision (3), Subsection (c), Section 	6.702, Family Code (committee printing page __, line __), between 
"course" and the period, insert "under Section 6.412".
	(2)  Add the following appropriately numbered item to the 
amendment and renumber subsequent items accordingly:
	(_)  Add the following appropriately numbered SECTION to the 
bill and renumber subsequent SECTIONS of the bill as appropriate:
	SECTION ____.  Subchapter E, Chapter 6, Family Code,  is 
amended by adding Section 6.412 to read as follows:
	Sec. 6.412.  CRISIS MARRIAGE EDUCATION COURSES.  (a) A 
crisis marriage education course must include at least 10 hours, 
completed within a 48-hour period.  The goal of the course, and the 
focus of each component of the course, is marriage restoration.
	(b)  A crisis marriage education course must, at a minimum, 
include instruction in:
		(1)  conflict management;                                              
		(2)  communication skills;                                             
		(3)  forgiveness skills; and                                           
		(4)  key components of a successful marriage.                          
	(c)  A course under this section should be offered by 
instructors trained in a skills-based and research-based marriage 
curriculum.  The following individuals and organizations may 
provide courses:
		(1)  marriage educators;                                               
		(2)  clergy or their designees;                                        
		(3)  licensed mental health professionals;                             
		(4)  faith-based organizations;  and                                   
		(5)  community-based organizations.                                    
	(d)  The curricula of a crisis marriage education course must 
meet the requirements of this section and provide the skills-based 
and research-based curricula published by the National Healthy 
Marriage Resource Center administered by the Administration for 
Children and Families of the United States Department of Health and 
Human Services or other similar resources, including the Coalition 
for Marriage, Family, and Couples Education.
	(e)  The Health and Human Services Commission shall maintain 
an Internet website on which individuals and organizations 
described by Subsection (c) may electronically register with the 
commission to indicate the skills-based and research-based 
curriculum in which the registrant is trained. The Health and Human 
Services Commission shall develop guidelines to determine which 
individuals and organizations may register with the commission's 
Internet website.
	(f)  A person who provides a marriage education course shall 
provide a signed and dated completion certificate to each couple 
that completes the course.  The certificate must include the name of 
the course, the name of the course provider, and the completion 
date.
