Amend CSSB 2031 as follows:                                                  
	In SECTION 1 of the bill, insert new subsection (d) of 
Sec. 111.001, Civil Practice and Remedies Code (page 1, line 30), 
to read as follows:
	(d)  This chapter does not apply to a refund of a tax, fee, or 
any related penalty or interest.
