BACKGROUND AND PURPOSE

 

Currently, the section of Loop 375 between Zaragoza Avenue and Santa Fe Street in El Paso County is designated as the Cesar Chavez Border Highway, honoring the American labor leader, farm worker, and civil rights activist who founded the American Farm Workers Association, which would later become the United Farm Workers.

 

H.B. 53 extends the portion of Loop 375 designated as the Cesar Chavez   Border Highway to include an additional section of highway beyond Zaragoza Avenue to Interstate 10.

 

RULEMAKING AUTHORITY

 

It is the opinion of the committee that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 53 amends the Transportation Code by redesignating Loop 375 between Interstate Highway 10 and Santa Fe Street in El Paso County as the Cesar Chavez Border Highway.  The bill also requires the Texas Department of Transportation to erect markers at appropriate intermediate sites and at each end of the Cesar Chavez Border Highway, as redesignated by this Act.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect on September 1, 2007.
