AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, a portion of Interstate Highway 20 in Arlington, Texas, specifically the portion located between the Tarrant-Parker County Line and the eastern municipal boundary of Grand Prair ie, is designated as Ronald Reagan Memorial Highway.  Since it was first constructed in 1957, Interstate Highway 20 has been key to the mobility of citizens in eastern regions of Texas. 

 

Popular throughout his presidency and life, Ronald Reagan was known as "America's Great Communicator."  Promoting a doctrine of "peace through strength," he has been noted as one of the most influential leaders in resolving the Cold War.  Furthermore, the ideals and resolve articulated by President Reagan in the late 1980s helped to bring about the fall of the Berlin Wall.  President Reagan led the United States to one of the longest economic expansions in history and is quoted as saying, "If you're afraid of the future, then get out of the way, stand aside.  The people of this country are ready to move again."  Texas has capitalized on that potential for growth and analysts say that continued growth is dependent upon the ability of Texas to maintain the mobility of its workers and their skills.

 

H.B. 210 designates the portion of Interstate Highway 20 between the Dallas-Kaufman County Line and the Texas-Louisiana state line as the Ronald Reagan Memorial Highway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 225.059(a), Transportation Code, as added by Chapter 284, Acts of the 79th Legislature, Regular Session, 2005, to include the portion of Interstate Highway 20 located between the Dallas-Kaufman County Line and the Texas-Louisiana border within the portion of that highway designated as the Ronald Reagan Memorial Highway.

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
