BACKGROUND AND PURPOSE
The life and achievements of Dr. Martin Luther King, Jr. are celebrated across the nation. By designating a section of United States Highway 287 as the "Dr. Martin Luther King, Jr., Freeway", Dr. King can be further recognized for his contributions to American society.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1: Amends Subchapter B, Chapter 225 of the Transportation Code by adding Section 225.066 as follows:
Section 225.066. DR. MARTIN LUTHER KING, JR., FREEWAY. (a) Designates the part of U.S. Highway 287 south of State Highway 180 to its intersection with Interstate 82- in Tarrant County as the Martin Luther King, Jr., Freeway.
(b) Authorizes the department to design and construct memorial markers with the higher number, new title of "Dr. Martin Luther King, Jr., Freeway", and any other appropriate information.
(c) Authorizes the department to erect a marker at each end of the highway and at appropriate intermediate sites.
(d) Provides that the department is not required to design, construct, or erect a marker unless the department receives a grant or donation that covers the cost.
SECTION 2: Effective date.
EFFECTIVE DATE
September 1, 2007.
COMPARISON OF ORIGINAL TO SUBSTITUTE
The substitute to HB 484 amends the original by changing the Section of the Transportation Code to be added from Section 225.062 to Section 225.066.
The substitute to HB 484 amends the original with the addition of "Dr." before any mention of the title "Martin Luther King, Jr., Freeway". Therefore, the new title of the designated section of U.S. Highway 287 becomes "Dr. Martin Luther King, Jr., Freeway".
