AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Current law authorizes a soil and water conservation district director to receive mileage reimbursement at a rate of 18 cents a mile.  There has not been an increase in the reimbursement rate since 1981.  The soil and water conservation district directors are requesting that the rate be adjusted for inflation. 

 

H.B. 496 amends the mileage reimbursement rate which a director is authorized to receive for certain travel by linking it to the state mileage reimbursement rate specified in the General Appropriation Act, rather than maintaining a fixed mileage reimbursement rate.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to any state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Sections 201.077(a) and (c), Agriculture Code, as follows:

 

(a) Authorizes a director from the governing board of a conservation district to receive compensation for mileage accrued by the director for certain travel, as indicated by the state mileage reimbursement rate specified in the General Appropriation Act, rather than 18 cents a mile.

 

(c) Makes a conforming change.

 

SECTION 2.  Amends Section 201.013(e), Agriculture Code, to make a conforming change.

 

SECTION 3.  Makes application of this Act prospective.

 

SECTION 4.  Effective date: upon passage or September 1, 2007.
