BACKGROUND AND PURPOSE

 

Current law provides that a soil and water conservation district director may receive mileage reimbursement at a rate of 18 cents a mile.  There has not been an increase in the rate since 1981.  H.B. 496 sets mileage reimbursement at the state rate specified in the General Appropriations Act.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

Sections 201.077 (a) and (c), Agriculture Code, are amended to change the current mileage reimbursement rate of 18 cents a mile to the state mileage reimbursement rate specified in the General Appropriations Act for the directors of a soil and water conservation district.

 

The changes in law contained in the Act only apply to travel that occurs on or after the effective date. 

 

EFFECTIVE DATE

 

H.B. 496 takes effect immediately if it receives 2/3rds vote in each chamber, otherwise it is effective September 1, 2007.
