AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

H.B. 542 renames the "Brazos River Harbor Navigation District of Brazoria County" to Port Freeport.  For years, users, elected officials, staff, constituents, and the port's marketing tools have referred to the port as "Port Freeport."  This legislation simplifies the name and renders a common designation to the port.  H.B. 542 also changes the name of the governing body to the "port commission" and its members to "port commissioners," which are more commonly used titles among public ports in the United States.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Chapter 55, Acts of the 40th Legislature, 1st Called Session, 1927, by adding Section 4e, to change the name of the Brazos River Harbor Navigation District of Brazoria County to Port Freeport.  Updates the name of the entity's governing body to the port commission and the name of each member to port commissioner.  Redirects all references in law to the Brazos River Harbor Navigation District of Brazoria County to Port Freeport.

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
