BACKGROUND AND PURPOSE

 

Under current law, a county or municipality must set its minimum wage at the same level as the minimum wage of   Texas.  Therefore, it cannot raise its minimum wage within its own boundaries.

 

H.B. 641 allows a county or municipality to raise its minimum wage above the statewide level.

 

RULEMAKING AUTHORITY

 

It is the opinion of the committee that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

SECTION 1.  Amends Section 62.0515, Labor Code, by adding Subsection (a-1) to

authorize a county or municipality to establish a minimum wage greater than the state

minimum wage.

 

SECTION 2.  States the effective date for this Act.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
