BACKGROUND AND PURPOSE

 

Currently, state law allows for active military personnel to receive a 50% discount on fees relating to obtaining a Concealed Handgun License.  C.S.H.B. 954 would allow veteran military personnel to take advantage of this discount as well.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

Amends Section 411.1951 of the Government Code requiring the department to reduce by 50 percent, the fee for issuance of an original, duplicate, modified or renewed concealed handgun license for military veterans in addition to active military personnel.  The bill provides a definition of veteran for the purposes of this Section.

 

EFFECTIVE DATE

 

This bill will take immediate effect if it receives two-thirds vote from both houses.  If not, the bill will take effect September 1, 2007.
