BACKGROUND AND PURPOSE

 

Current Texas law requires the display of two license plates, one on the front and one on the back, on all passenger cars or commercial motor vehicles.  However, there is no statutory requirement that the license plate be displayed so that the letters and numbers appear right side up and can be read from left to right.  License plates can be attached in any manner making it difficult for law enforcement officers to read the plates.

 

H.B. 968 makes it a requirement to display license plates so that the letters and numbers appear right side up and readable from left to right.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Amends Section 502.404, Transportation Code, by adding Subsection (c-1) to read that a license plate must be displayed so that the letters and numbers display right side up and can be read from left to right.  This subsection does not apply to farm vehicles for which this requirement would impede the safe operation of the vehicle.

 

SECTION 2. The changes in this Act apply only to an offense committed on or after the effective date of this Act.

 

SECTION 3.  This Act takes effect September 1, 2007.

September 1, 2007.
