BACKGROUND AND PURPOSE

 

Since the time of the founding of the United States through modern times, the presence and influence of God has been intrinsically associated with the political and social culture of the United States. On June 14, 1954 President Dwight D. Eisenhower affirmed a similar sentiment when he signed legislation providing the words "under God…" to the Pledge of Allegiance.

 

House Bill 1034 will acknowledge our Judeao-Christian heritage by placing the words "under God" in the state pledge. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

HB 1034 amends Section 3100.101 of the Government Code by adding the words "state under God" immediately proceeding the word "one" in the current Texas state pledge.

 

EFFECTIVE DATE

 

Immediately with two-thirds vote of the members elected to each house, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
