AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Since the founding of the United States through modern times, there has been a link to God in the political and social culture of the United States.  References to God have been included in important documents such as the Declaration of Independence and the Emancipation Proclamation, and in speeches from presidents such as Franklin Delano Roosevelt to the American public.  President Dwight D. Eisenhower signed legislation in 1954 to affirm this link by placing the phrase "under God" in the Pledge of Allegiance.  Placing the phrase "under God" in the Texas state pledge may best acknowledge this heritage

 

C.S.H.B. 1034 provides that the pledge of allegiance to the state flag reads as follows: "Honor the Texas flag; I pledge allegiance to thee, Texas, one state under God, one and indivisible."

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 3100.101, Government Code, to include the phrase "one state under God" within the pledge of allegiance to the state flag so that it reads as follows: "Honor the Texas flag; I pledge allegiance to thee, Texas, one state under God, one and indivisible."

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
