BILL ANALYSIS
Senate Research Center H.B. 1044
80R4788 JHR-D By: Dutton (Ellis)
AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Currently, if an applicant registers to vote or files a name or address change form, the local voter registrar will attempt to mail the updated voter registration certificate to the applicant within 30 days; however, this does not always occur.
Under current law, a change of name or address is not effective for 30 days, therefore an applicant filing an address change less than 30 days prior to an election must return to the polling location at which he or she was previously registered.
H.B. 1044 requires the local voter registrar to deliver or mail an initial voter registration certificate or a replacement voter registration certificate to an applicant within 30 days of receipt of the application or from the date a correction is filed.
