BACKGROUND AND PURPOSE

 

Currently, the Commissioner of the General Land Office (commissioner) is authorized to accept gifts, devises, and bequeaths.  The commissioner does not have the authority to accept grants. 

 

The purpose of H.B. 1138 is to authorize the commissioner to accept grants.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.               Amends Section 31.065, Natural Resources Code, as follows:

 

Authorize the commissioner to accept grants and extends current provisions regarding gifts, devises, and bequeaths to grants.

 

SECTION 2.               Effective Date.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
