BACKGROUND AND PURPOSE

 

Under current law, the Stonewall County Hospital District five board of directors are elected for three-year terms that all start and end at the same time.

 

H.B. 1298 would change this so the directors are elected at large for staggered three-year terms. The bill also includes the uniform Election Code for the date, publicizing the election, and the candidacy application.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

H.B. 1298 changes current practice so that the members of the Stonewall County Hospital District board of directors are elected for staggered three-year terms. The bill also states the election will be held each year on the uniform date in May. In addition, the bill states the board of directors will provide notice to the public about the election and enforce rules of candidacy in accordance with the Election Code.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
