BACKGROUND AND PURPOSE

 

Increases in summer school attendance and enhanced utilization of university facilities would contribute to students graduating within the time allotted for their degree plan.  This will reduce overcrowding within the degree programs and enable the institution to offer the available positions to other qualified students.

 

C.S.H.B. 1330 extends a pilot program previously established by the 79th legislature, to include a term of the 2008 summer session, whereby resident undergraduates at Texas A&M University will be eligible to attend summer school at 3/4th of the regular summer tuition rate.

 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1:  Sections 54.0516 (a), (b), (d), and (e) of the Education Code are amended to eliminate existing language and add additional language.  Provides that the section applies only to a resident undergraduate student enrolled for a term of the summer session at Texas A&M University.  Provides that certain tuition charged to a certain student is three-fourths of the amount otherwise provided, except that a student to whom this section applies may receive a reduction in tuition for not more than one term of the summer session of not more than six weeks.

 

Changes the year that the legislature specifically appropriates money to Texas A&M University from the state fiscal biennium ending August 31, 2007 to the state fiscal biennium ending August 31, 2009 to cover tuition revenue lost to the institution by application of this section.  Changes the application date from 2006 or 2007 to 2008, and changes the expiration date from January 1, 2008 to January 1, 2009.

 

SECTION 2:  Effective date.

 

EFFECTIVE DATE

 

This Act takes effect on September 1, 2007.

 

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

C.S.H.B.1330 amends language in sections 54.0516 (a) and (b) of the Education Code stipulating that the reduction in tuition applies only to a term of the summer session at Texas A&M University, providing a limitation.
