BACKGROUND AND PURPOSE
The Jobs for Veterans Act requires veterans to be given priority of service in all job training programs funded by the US Department of Labor Funds. There is currently no consistent mechanism in place to ensure veterans are receiving priority of service when it comes to employment because priority of service is defined and implemented differently by each of the twenty-eight Workforce Development Areas in Texas.
C.S.H.B. 1333 would require that whenever a job order is placed into Work-in-Texas, the Workforce Commission's Internet-based job matching system, the first 24 hours would only be available for veterans. This bill would help ensure that veterans are receiving priority of service when it comes to employment.
RULEMAKING AUTHORITY
It is the opinion of the committee that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1. Amends Section 302.014, Labor Code, by adding Subsection (e), which requires the commission to release job opening information on it's Internet-based job matching system to individuals entitled to a preference under 38 U.S.C. Chapter 42 24 hours before it is released to the public.
SECTION 2. States the effective date for this Act.
EFFECTIVE DATE
Upon passage or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
COMPARISON OF ORIGINAL TO SUBSTITUTE
The substitute changes the original by modifying language to clarify that the individuals entitled to a preference are defined by 38 U.S.C. Chapter 24 as opposed to individuals entitled to a preference under Section 302.014 of the Labor Code.
