                                                                                                        Committee Report (Substituted)

BACKGROUND AND PURPOSE

The population of Cameron County has continued to grow, and its caseload, including family law matters, has grown as well. The purpose of this bill is to create a new district court in Cameron county to handle family law matters.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

The bill would add a new section to the Government Code creating the 444th Judicial District. The court would be required to give preference to family law matters.

EFFECTIVE DATE

January 1, 2009

COMPARISON OF ORIGINAL TO SUBSTITUTE

The substitute contains language not contained in the original stating that at least 50% of the cases heard in the new court must be family law matters.
