BACKGROUND AND PURPOSE

 

Current state law does not prevent the Board of Regents from changing institutions of higher education which are named after state historical figures.

 

H.B. 1418 will prevent the Texas State University System Board of Regents from changing the name of Sam Houston State University.  This bill is necessary to preserve the contributions made by Sam Houston to the State of Texas and the history of Sam Houston State University.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1: Amends Section 96.61 of the Education Code by adding subsection (b) which prevents the Board of Regents from renaming Sam Houston   State University.

 

SECTION 2:  Effective date.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
