AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Under current law, an applicant for a concealed handgun license must complete a handgun proficiency course and obtain a handgun proficiency certificate as a part of the application requirements. A concealed handgun license expires on the first birthday of the license holder occurring after the fourth anniversary of the date of issuance and every five years thereafter. A license holder must also complete a continuing education course and obtain certification in order to renew the license.
H.B. 1839 requires concealed handgun license holders to take a continuing education course and obtain a handgun proficiency certificate every 10 years, rather than upon every five-year renewal.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 411.185(a), Government Code, as follows:
(a) Requires a concealed handgun license holder, to renew a license, to complete a continuing education course in hand-gun proficiency within the six-month period preceding the date of application renewal, for a first or second renewal, and preceding the date of the application for renewal or the date of application for the preceding renewal, for a third or subsequent renewal, to ensure that the license holder is not required to complete the course no more than once in any 10-year period. Requires a license holder, to renew a license, to obtain a handgun proficiency certificate within the six-month period preceding the date of application renewal, for a first or second renewal, and preceding the date of the application for renewal or the date of application for the preceding renewal, for a third or subsequent renewal, to ensure that the license holder is not required to complete the course no more than once in any 10-year period.
SECTION 2. Makes application of this Act prospective.
SECTION 3. Effective date: September 1, 2007.
