AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

When a city adopts a plumbing code, inspections are required to be performed by a certified plumbing inspector. Many political subdivisions do not have sufficient personnel to perform the required inspections for construction activity. Political subdivisions may contract with a private company to perform the inspections required by the entity.

 

C.S.H.B. 1850 authorizes a political subdivision to contract with any plumbing inspector or qualified plumbing inspection business, as determined by the political subdivision, to perform the required inspections.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 1301.255(e), Occupations Code, to require plumbing installed in compliance with a code adopted under this section (Adoption of Plumbing Codes) to be inspected by a plumbing inspector and authorizes the political subdivision to contract with any plumbing inspector or qualified plumbing inspection business, as determined by the political subdivision, that is paid directly by the political subdivision to perform the inspection.

 

SECTION 2.  Effective date: September 1, 2007.
