AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Dallas philanthropist Margaret McDermott was the first individual to make a personal contribution to ensure that Dallas' Trinity River Project will have the best possible design and the greatest possible benefit to Dallas by enabling the bridges to connect north and south Dallas from a Santiago Calatrava design.  Mrs. McDermott's guidance of the McDermott Foundation led it to become one of Texas' most important charitable foundations.

 

H.B. 1947 honors Margaret McDermott by naming the Interstate 30 Trinity River bridge in Dallas after her.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.070, as follows:

 

Sec. 225.070.  MARGARET MCDERMOTT BRIDGE.  (a)  Designates the structure on Interstate Highway 30 located in the city of Dallas connecting the east and west levee of the Trinity River as the Margaret McDermott Bridge.

 

(b)  Requires the Texas Department of Transportation (TxDOT) to design and construct markers indicating the highway number, the designation as the Margaret McDermott Bridge, and any other appropriate information.

 

(c)  Requires TxDOT to erect a market at each end of the structure, except as otherwise provided by Subsection (d).

 

(d)  Provides that TxDOT is not required to design, construct, or erect a marker under this section unless a grant or donation of private funds is made to DPS to cover the cost of the design, construction, and erection of the marker.

 

(e)  Requires money received under Subsection (d) to be deposited to the credit of the state highway fund.

 

SECTION 2.  Effective date:  September 1, 2007.
