BACKGROUND AND PURPOSE

 

Current law provides that the University of North Texas System may not issue bonds for facilities at the University of North Texas Dallas Campus until the Texas Higher Education Coordinating Board certifies that enrollment at the University of North Texas Dallas Campus had reached 1,500 full-time students for one semester.

 

House Bill 2031 changes this requirement from 1,500 full-time students to 1,500 total enrollment of students.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1:  Section 55.1755 (d) of the Education Code is amended. The University of North Texas System may not issue bonds for facilities at the University of North Texas Dallas Campus until the Texas Higher Education Coordinating board certifies that the enrollment at the University of North Texas Dallas campus has reached 1,500 students, total enrollment, for at least one semester.

 

SECTION 2: Effective date.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
