BACKGROUND AND PURPOSE

 

In 2001, the Texas Legislature empowered the Texas Historical Commission to assist in the establishment and operation of the Fort Bliss Museum and Study Center.  In 2002, the museum completed its planned renovations.  Because the renovations are complete, the authorized assistance is no longer necessary.  H.B. 2054 repeals the statute empowering the Texas Historical Commission to assist in the establishment and operation of the Fort Bliss Museum and Study Center.

 

RULEMAKING AUTHORITY

 

H.B. 2054 does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution.

 

ANALYSIS

 

SECTION 1.  Repeals Section 442.0087, Government Code, which authorized the Texas Historical Commission to assist Fort Bliss Military Reservation in El Paso in the establishment and operation of a museum and study center, open to the public, devoted to the history of the United States air defense system by seeking and accepting gifts, grants and donations of funds or property as well as direct contribution of appropriated commission funds.

 

SECTION 2.  Provides an effective date.

 

EFFECTIVE DATE

 

This Act takes effect immediately if it received the constitutionally required two-thirds vote of all members in each house.  Otherwise, it takes effect on September 1, 2007.
