BACKGROUND AND PURPOSE

 

Current law in the Occupations Code regarding initial training and continuing education for constables directs the Commission on Law Enforcement Officer Standards and Education to select a public institution higher education to provide the curriculum for the training but it does not speak to the location of the training. The dispersion of constables across the state makes travel to training locations difficult in some cases. C.S.H.B. 2066 requires geographic diversity for locations of the training for constables.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

Subsection (a-1) is added to Section 1701.3545, Occupations Code to require initial and continuing education programs for constables to be offered at geographically diverse locations throughout this state.

 

Compliance is directed by January 1, 2008.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.

C.S.H.B. 2066 removes the requirement that initial and continuing education training for constables be provided on the Internet.
