AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Under current law, cities and counties are authorized to form local government transportation corporations to accomplish any governmental purpose of the local government.  However, municipal and county hospital districts do not have this authority.  Providing this authority to hospital districts to allow for the expansion of facilities and services, and the provision of broader access to health care services for constituent communities, may aid those districts in remaining competitive with other health care providers.

 

H.B. 2090 amends Chapter 431 (Texas Transportation Corporation Act), Transportation Code, to include hospital authorities and districts in the list of entities eligible to form a local government transportation corporation. 

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 431.003(3), Transportation Code, to redefine "local government."

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
