BACKGROUND AND PURPOSE
The Transportation Code provides that local government corporations may be formed by cities and counties to accomplish any governmental purpose of the local government. Hospital authorities and hospital districts in Texas are working to meet the challenge of providing quality health care services in a cost-effective manner and operate in a highly competitive health care market place.
H.B. 2090 will give hospital authorities and districts the same authority to form local government corporations as is currently given to cities and counties. By allowing hospital districts and hospital authorities to form local governments, they will be able to expand the facilities and services they are able to offer, and provide expanded access to health care services in their communities.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
H.B. 2090 amends the Transportation Code to add hospital districts and hospital authorities to the list of entities eligible to form a local government corporation.
EFFECTIVE DATE
Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
