BACKGROUND AND PURPOSE

 

Persons who have one set of license plates issued for a vehicle used by persons with disabilities may receive one disabled placard (hangtags) for use in their automobiles.  Two disabled parking placards are issued if the person does not receive any license plates issued for a vehicle used by persons with disabilities.  However, provisions for disabled placards are not specified for persons with license plates issued to certain veterans with disabilities. 

 

HB 2105 allows certain veterans with disabilities to receive two disabled parking placards in addition to two sets of special license plates.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

HB 2105 amends the Transportation Code to permit a person who receives two sets of disabled veteran license plates to also receive two disabled parking placards.  Further, it amends the Transportation Code to allow a person with a permanent disability to receive two disabled parking placards if that person receives two sets of handicap license plates under Section 504.202, Transportation Code.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
