BACKGROUND AND PURPOSE
Currently, the Parks and Wildlife Code allows the Parks and Wildlife commission to waive the fee for hunting and fishing licenses for qualified disabled veterans and for residents of the State of Texas on active duty as a member of the United States military forces, among others. Army National Guard units are trained and equipped as part of the U.S. Army. Likewise, Air National Guard units are trained and equipped as part of the U.S. Air Force.
H.B. 2130 provides that the commission shall waive the fee for hunting and fishing licenses for active duty members of the Texas Army National Guard, Texas Air National Guard, and the Texas State Guard.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
HB 2130 amends the Parks and Wildlife Code to require the Parks and Wildlife Commission to waive the fee for fishing and hunting licenses for a resident on active duty as a member of the Texas Army National Guard, Texas Air National Guard or the Texas State Guard.
EFFECTIVE DATE
Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
