AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
The city of Texhoma, Texas, and the city of Texhoma, Oklahoma, each share schools. Texhoma, Texas, is the site of the elementary school that is open to students in Texhoma, Oklahoma. The high school is in Texhoma, Oklahoma, and is open to students in Texhoma, Texas. The elementary school and the high school have buses that shuttle between each of the states for the students.
H.B. 2171 allows the two schools to begin the instruction of a new school year on the same date. This bill provides for the schools to start a new instructional year at the same time in both states so that the buses will be able to transport the students on the same scheduled start date for both schools.

SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 25.0811, Education Code, by adding Subsection (b), to authorize a school district that does not offer each grade level from kindergarten through grade 12 and whose prospective or former students generally attend school in another state for the grade levels the district does not offer to start school on any date permitted under Subsection (a) or the law of the other state, notwithstanding Subsection (a) (prohibiting a school district from beginning instruction before the fourth Monday in August unless the district operates a year-round system).
SECTION 2. Makes application of Section 25.0811(b), Education Code, as added by this Act, prospective to the 2007-2008 school year.
SECTION 3. Effective date: upon passage or September 1, 2007.
