BACKGROUND AND PURPOSE

 

The city of Texahoma, Texas and the city of Texhoma, Oklahoma share schools. Texahoma, Texas is the home for the elementary school that is open to the Texas and Oklahoma students. The high school is in Texhoma, Oklahoma and is also open to the Texas and Oklahoma students. The elementary and high schools have buses that shuttle between each of the states for the students.

 

This bill would allow the two schools to begin the instruction of a new school year on the same date, so that the buses will be able to transport the students on the same scheduled start date between the states.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

This bill provides that a student attending a school in another state due to their school district not offering each grade level from kindergarten through grade 12 may start school on any date permitted under Section 25.0811(a), Education Code, or the law of the other state.

 

The bill provides that the Act applies beginning with the 2007-2008 school year.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
