AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, the membership of the Food and Fiber Research Council (council) represents many industries and organizations from different industries.  The peanut industry is represented through the inclusion of the Southwest Peanut Growers Association.

 

H.B. 2222 removes Southwest Peanut Growers Association as the council's representative of the peanut industry.  The bill provides that the council is to include a representative of the peanut industry, but does not assign a representative from a certain organization.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to any state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 42.002, Agriculture Code, as follows:

 

Sec.  42.002.  ORGANIZATION.  Provides that the Food and Fibers Research Council (council) is to include a representative of the peanut industry, rather than a Texas representative of the Southwest Peanut Growers Association, appointed by the commissioner of agriculture (commissioner).

 

SECTION 2.  Requires the commissioner to appoint a member of the council in accordance with Section 42.002(10), Agriculture Code, as amended by this Act, as soon as practicable after the effective date of this Act.

 

SECTION 3.  Effective date: upon passage or September 1, 2007.
