BACKGROUND AND PURPOSE

 

Currently the membership of the Food and Fiber Research Council (Council) represents many industries and organizations including the Southwest Peanut Growers Association. 

 

This bill will remove that organization and keep the peanut industry represented by adding to the council a representative of the peanut industry.

 

RULEMAKING AUTHORITY

 

It is the Committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution.

 

ANALYSIS

 

HB 2222 amends the Agriculture Code to remove Southwest Peanut Growers Association from the membership of the Food and Fiber Research Council.  This measure broadens that membership requirement to a representative from the peanut industry and states that as soon as practicable after the effective date of this bill, the commissioner of agriculture is required to a appoint a member to the Council in accordance to this Act.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
