AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

The Victoria County Navigation District was established in February, 1947, under Article 16, Section 59, of the Constitution of the State of Texas.  Since it was first established the board of navigation and canal commissioners of the Victoria County Navigation District has been composed of three board members appointed by the Commissioners Court of Victoria County.

The district has expanded to become an almost multi-million dollar government entity.  It has become an economic engine for the development of business and creation of new jobs in the region.  It is important to broaden membership to further incorporate the community and to  retain enough members with experience in the operations of the district.

H.B. 2368 increases the number of board members from three to five.
