AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Current law allows certain funds received under Subchapter N (Awards for Student Achievement Program), Chapter 21, Education Code, to be spent for certain purposes.  High turnover rates for classroom teachers contributes to an ongoing statewide shortage of teachers as well as high costs in training replacements. 

 

H.B. 2399 addresses the issue of teacher retention through research-based teacher retention demonstration projects.  This bill allows certain funds received under Subchapter N, Chapter 21, Education Code, to be spent on demonstration projects that are researched-based and focus on recruiting and retaining high quality educators.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 21.657(a), Education Code, to include certain teacher retention demonstration projects that employ innovative, research-based practices to identify and retain highly effective teachers as programs that have been proven to recruit and retain highly effective teachers and are therefore applicable to be provided with grant awards received under Section 21.655 (regarding amount of awards for student achievement program) in order to meet the 25 percent amount of a grant award under that section required to be used by an eligible campus for certain purposes.

 

SECTION 2.  Makes application of this Act prospective to the 2007-2008 school year.

 

SECTION 3.  Effective date: upon passage or September 1, 2007.
