AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The Commission on Fire Protection (commission) offers a loan and grant program available to certain local fire departments. Requests for grants and/or loans under the program are considered by the commission’s funds allocation advisory committee.  Currently the committee is composed of six members, with three members appointed by the State Firemen’s and Fire Marshal’s Association of Texas and three members appointed by the Texas State Association of Fire Fighters.

 

As proposed, H.B. 2484 balances membership on the committee between the three primary stakeholder groups by shifting one appointment from each of the aforementioned associations, and designating that two of those positions shall be appointed by the Texas Fire Chief’s Association.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 419.054(a), Government Code, to provide that two members, rather than three members, are appointed by the State Firemen's and Fire Marshals' Association of Texas, that two members, rather than three members, are appointed by the Texas State Association of Fire Fighters, and that two members are appointed by the Texas Fire Chiefs Association. 

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
