BACKGROUND AND PURPOSE
The Commission on Fire Protection offers a loan and grant program available to certain local fire departments. Requests for grants and/or loans under the program are considered by the Commission’s funds allocation advisory committee. Currently the committee is composed of six members, with three members appointed by the State Firemen’s and Fire Marshal’s Association of Texas and three members appointed by the Texas State Association of Fire Fighters.
The purpose of this legislation is to balance membership on the committee between the three primary stakeholder groups by shifting one appointment from each of the aforementioned associations, and designating that two of those positions shall be appointed by the Texas Fire Chief’s Association.
RULEMAKING AUTHORITY
In the opinion of the Committee, that bill does not expressly grant any additional rulemaking authority to a State officer, department, agency, or institution.
SECTION-BY-SECTION ANALYSIS
SECTION 1. Provides that the funds allocation advisory committee remain comprised of six members, with two members appointed by the State Firemen’s and Fire Marshal’s Association of Texas, two members appointed by the Texas State Association of Fire Fighters and two members appointed by the Texas Fire Chief’s Association.
SECTION 2. Provides that this Act takes effect immediately if it receives a two-thirds vote of all the members of each house and takes effect September 1, 2007, if it does not receive such votes.
EFFECTIVE DATE
This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2007.
