AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, there is no state military award to honor members of the Texas military forces who have attained 30 or more years of state service or combined state and federal military service and continuously demonstrated superior performance and service while assigned to key leadership positions.  This state also lacks an award for civilians who contribute significant services to state military forces.

 

H.B. 2896 creates the Texas Superior Service Medal to honor members of the Texas state military forces who have contributed superior service and civilians who have contributed significant service to the state military forces. 

 

RULEMAKING AUTHORITY

 

Rulemaking authority previously granted to the adjutant general is modified in SECTION 1 (Section 431.134, Government Code), of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 431.134, Government Code, as follows:

 

Sec. 431.134.  OTHER AWARDS.  (a)  Creates this section from existing text.  Authorizes the adjutant general to adopt rules and regulations relating to the Texas Superior Service Medal (medal), which is required to be awarded to a member of the state military forces who has completed 30 or more years of honorable state service or a combination of state and federal service and continually demonstrated superior performance and service while assigned to key leadership positions demanding responsibility, or a civilian who has contributed significant service to the state military forces.

 

(b)  Provides that a member of the state military forces or a civilian described by Subsection (a)(11) may be awarded the medal only one time.

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
