BACKGROUND AND PURPOSE

 

Currently, there is no state military award to honor a member of the Texas Military Forces who has attained thirty or more years of state service or combined state and federal military service and continued to demonstrate superior performance and service while assigned to a key leadership position.  Texas also lacks an award for a civilian who contributes significant service to the state military forces.

 

HB 2896 creates the Texas Superior Service Medal to honor members of the Texas State Military Forces who have contributed superior service or civilians who have contributed significant service to the state military forces. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that existing rulemaking authority of the adjutant general is modified in SECTION 1 of this bill.

 

ANALYSIS

 

House Bill 2896 amends the Government Code to create the Texas Superior Service Medal.  The bill provides that the medal shall be awarded to a member of the state military forces who has completed at least 30 years of honorable state service or a combination of state and federal service and continually demonstrated superior performance and service while assigned to key leadership positions demanding responsibility; or a civilian who has contributed significant service to Texas military forces.

 

A person eligible to receive the Texas Superior Service Medal may be awarded the medal only one time.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
