AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Currently, there is not a state military award centered on homeland missions in Texas, such as border missions, which are not recognized federally.

 

H.B. 2897 creates the Texas Homeland Defense Service Medal to be awarded to a member of the Texas military forces, which include the Army and Air National Guard and State Guard, who serves on state active duty or active duty under Title 32 of the United States Code and participates satisfactorily in defense support to civilian authority missions.  The medal is effective for the stated missions performed on or after September 11, 2001.

 

RULEMAKING AUTHORITY

 

Rulemaking authority previously granted to the adjutant general is modified in SECTION 1 (Section 431.134, Government Code) of this bill.   

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 431.134, Government Code, to include the Texas Homeland Defense Service Medal, which is required to be awarded to a member of the state military forces who served on or after September 11, 2001, who served on state active duty or active duty under state authority in accordance with Title 32 (National Guard), United States Code, and who served satisfactorily in defense support to a mission in the state under civilian authority, as a medal for which the adjutant general is authorized to adopt rules and regulations.

 

SECTION 2.  Effective date: upon passage or September 1, 2007.
