BACKGROUND AND PURPOSE

 

Currently, there is not a state military award centered on homeland missions in Texas, such as border missions, which are not recognized federally.

 

HB 2897 creates the Texas Homeland Defense Service Medal to be awarded to a member of the Texas Military Forces, which include the Army and Air National Guard and State Guard, who serves on state active duty or active duty under Title 32 of the United States Code and participates satisfactorily in defense support to civilian authority missions.  The medal is effective for the stated missions performed on or after September 11, 2001.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that existing rulemaking authority of the adjutant general is modified in  SECTION 1 of this bill. 

 

ANALYSIS

 

HB 2897 creates the Texas Homeland Defense Service Medal which shall be awarded to a  member of the state military forces who served on or after September 11, 2001, on state active duty r active duty under state authority in accordance with Title 32 of the United States Code, and satisfactorily in defense support to a mission in the state under civilian authority. 

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
