BACKGROUND AND PURPOSE

 

Due to the large amount of MUDs in Harris county, legislation was enacted to exempt MUDs from using the county precincts as the election precincts for November elections for the MUDs. That legislation remedied a problem that Harris county started having with the growing amounts of MUDs. The same legislation exempted school districts, entities that have a very close relationship with counties and all of their elections.

 

C.S.H.B 2926 takes the bracket exemption away from all school districts in Harris county from using county election precincts for November elections.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

C.S.H.B. 2926 amends the Election Code to require all school districts holding an election on the November uniform election date to use their county election precincts as election precincts.   The bill makes conforming changes to the Election Code.

 

EFFECTIVE DATE

 

September 1, 2007.

 

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

C.S.H.B. 2926 bill takes the school districts out of the bracket exemption in Harris county for elections. Whereas, the original bill removed the bracket exemption for all political subdivisions in Harris county from using county election precincts for November elections.
