AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
Currently, the district lines of Blinn Junior College and Austin Community College are drawn so that students in certain school districts may be divided among different community colleges.
H.B. 3236 seeks to change the district lines of Blinn Junior College and Austin Community College to remedy these overlaps.
RULEMAKING AUTHORITY
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 130.166, Education Code, as follows:
Sec. 130.166. AUSTIN COMMUNITY COLLEGE DISTRICT SERVICE AREA. Includes the part of the Elgin Independent School District located in Lee County and the part of the Smithville Independent School District located in Fayette County within the service area of the Austin Community College District and provides that the territories of Williamson and Bastrop counties that are within the Lexington Independent School District are not included in the service area of the Austin Community College District.
SECTION 2. Amends Section 130.168, Education Code, as follows:
Sec. 130.168. BLINN JUNIOR COLLEGE DISTRICT SERVICE AREA. Includes the part of the Lexington Independent School District that is located in Bastrop, Milam, and Williamson counties within the service area of the Blinn College District and provides that the territory of Fayette County within the Smithville Independent School District and the territory of Lee County within the Elgin Independent School District are not included in the service area of the Blinn College District.
SECTION 3. Makes application of this Act prospective to the 2007 fall semester, except that during the 2007-2008 academic year, the Austin Community College District and the Blinn Junior College District are authorized to continue to treat the areas removed by this Act from the applicable district's service area as if the areas were still in the district's service area as necessary to avoid an unreasonable interruption of junior college services in the area.
SECTION 4. Effective date: upon passage or September 1, 2007.
