AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

In 2005, the Texas Legislature added Chapter 176 (Disclosure of Certain Relationships with Local Government Officers; Providing Public Access to Certain Information), Local Government Code, that requires officers of local government entities and those who contract with local government entities or are considering conducting business with such an entity to provide certain financial and business disclosures.

 

Chapter 16 (Provisions Generally Applicable to Water Development), Water Code, requires that regional water planning groups serve as the coordinating body for planning purposes and the development of regional water plans that are submitted to the Texas Water Development Board for adoption and inclusion in the state water plan.

 

H.B. 3481 makes regional water planning groups subject to the provisions of Chapter 176 (Disclosure of Certain Relationships with Local Government Officers; Providing Public Access to Certain Information), Local Government Code.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 176.001(3) and (4), Local Government Code, to redefine "local government entity" and "local government officer."

 

SECTION 2.  Effective date: September 1, 2007.
