BACKGROUND AND PURPOSE
It is an established tradition that the State periodically names a highway or specified portion of a highway in honor of a person, event or significant feature of that roadway. Tom Ramsay was a five-term member of the Texas House of Representatives from Mt. Vernon, Texas, in Franklin County, whose legislative career ended as Chairman of the Committee on County Affairs. CSHB 3524 designates State Highway 37 in Franklin County as Tom Ramsay Highway.
RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
ANALYSIS
SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding a new Section 225.066 which would (a) designate the portion of State Highway 37 in Franklin County as Tom Ramsay Highway, (b) require the department to design and construct markers indicating the highway number, the designation of Tom Ramsay Highway and any other appropriate information, (c) require the department to erect a marker at each end of the highway and at appropriate sites along the road, (d) require grants or donation of private funds covering the cost of design, construction and erection of the marker before the department is required to design, construct or erect such marker and (e) require that monies received under (d) above be deposited in the state highway fund.
EFFECTIVE DATE
Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.
