BACKGROUND AND PURPOSE

 

Russell Perry was a dynamic business and civic leader in Dallas for many years. Among his numerous passions was a vigorous support of the Texas Good Roads Association.  He funded an award in his name that is given annually during the Transportation Short Course to an individual who has been a stellar leader for transportation.  Among past recipients are Bob Lanier and Senator John Traeger.  

 

It is a long overdue tribute that a Dallas area highway should bear his name. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1:

C.S.H.B. 3666 designates Interstate Highway 345, an unsigned, three-digit interstate spur of Interstate 45 located in downtown Dallas, Texas that connects I-45 to U.S. Route 75 between Interstate 30 (R.L. Thornton) and Spur 366 (Woodall Rodgers Freeway)located in Dallas County as the Russell H. Perry Memorial Highway.

 

SECTION 2:

Effective date.

 

EFFECTIVE DATE

 

Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2007.

 

COMPARISON OF ORIGINAL TO SUBSTITUTE

 

The substitute designates Interstate Highway 345 instead of Highway 80.  In addition, the substitute states that the markers will be paid for with private funds.
