BACKGROUND AND PURPOSE

 

The compensation for the Commissioners of the Port of Port Arthur has not been increased since the Port's creation in the early 1960s.  Over the last several months, the Commissioners conducted an informal survey and determined that Commissioners of comparable port and navigation districts were paid significantly more than their current $50/month for commissioners and $75/month for the president.  The staff and counsel requested an increase to $200 and $250.  The increase sought is still less than that of comparable districts such as Beaumont, where Commissioners are paid $500 and $550 per month.

 

HB 3987 increases the Port of Port Arthur's Commissioners' compensation from $50 and $75 to $200 and $250 respectively.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. 

 

ANALYSIS

 

SECTION 1.  Section 11, Chapter 197, Acts of the 58th Legislature, Regular Session, 1963, is amended to compensate each commissioner for performing their duties in the amount of $200 per month, except the president who shall receive $250 per month.

 

SECTION 2.  Effective date: September 1, 2007.
