AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

C.S.H.B. 4071 authorizes the Las Lomas Municipal Utility District No. 4 of Kaufman County and the Kaufman County Water Control and Improvement District No. 1 to undertake road projects inside and outside of the district.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 8138.102(a), Special District Local Laws Code, to delete existing text authorizing the Las Lomas Municipal Utility District No. 4 to construct, acquire, improve, maintain, or operate turnpikes inside the district.  Deletes existing text limiting the authority of the Las Lomas Municipal Utility District No. 4 to construct roads to only those roads inside the district.

SECTION 2.  Amends Section 9002.101(a), Special District Local Laws Code, to delete existing text authorizing the Kaufman County Water Control and Improvement District No. 1 to construct, acquire, improve, maintain, or operate turnpikes inside the district.  Deletes existing text limiting the authority of the Kaufman County Water Control and Improvement District No. 1 to construct roads to only those roads inside the district.

SECTION 3. Effective date: upon passage or September 1, 2007.
