BACKGROUND AND PURPOSE
The Gary Job Corps Center in San Marcos, Texas is the largest, most extensive Job Corps Center in the United States. On its 775 acre campus, with facilities for 1,900 resident students, the Gary Job Corps Center offers instruction in over two dozen vocational specialties, including computer training, auto diagnostics, health care training, culinary arts, heating and air conditioning maintenance, welding, machinist, and construction trades. The Gary Job Corps Center also offers preparation classes for the General Educational Development test (GED), English as a Second Language (ESL) courses and driver's license training.
The United States Department of Labor National Office of Job Corps is considering the elimination of 240 student training slots at the Gary Job Corps Center by April 2007. As filed, H.C.R. 97 urges the United States Department of Labor to reconsider the proposed reduction in student training slots at the Gary Job Corps Center in San Marcos, Texas.
RULEMAKING AUTHORITY
It is the opinion of the committee that this concurrent resolution does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution.
ANALYSIS
H.C.R. 97 allows the 80th Legislature of the State of Texas to urge the United States Department of Labor National Office of Job Corps to reconsider the proposed reduction in student training slots at the Gary Job Corps Center in San Marcos, Texas. This Act also authorizes the secretary of state to forward an official copy of this resolution to the secretary of the United States Department of Labor.
